The resolution sets the goal of striving for the disbursement rate of investment capital from the state budget in 2022 to reach 95 - 100% of the plan assigned by the Prime Minister; disbursing 100% of local budget capital. Disburse at least 50% of the assigned capital of the socio-economic recovery and development program in 2022.

New regulations on tasks, powers and organizational structure of 3 agencies

Specifically, Standing Deputy Prime Minister Pham Binh Minh signed Decrees: Decree No. 63/2022/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Home Affairs; Decree No. 62/2022/ND-CP dated September 12, 2022 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Labor, War Invalids and Social Affairs; Decree No. 61/2022/ND-CP of the Government defining the functions, tasks, powers and organizational structure of the Management Board of the Ho Chi Minh Mausoleum.

Simplifying administrative procedures in the field of civil aviation

The Government promulgates Decree No. 64/2022/ND-CP dated September 15, 2022 amending and supplementing a number of articles of the Decrees regulating business activities in the field of civil aviation.

Decree  64/2022/ND-CP amends in the direction of reducing and simplifying administrative procedures in the field of civil aviation such as:  registration procedures  IDERA documents (documents issued in accordance with regulations of the Government of Vietnam). Cape Town Convention, which specifies who has the right to request deregistration or export of the aircraft); procedures for granting and re-issuing Airport business license and License to provide aviation services at airports and airfields; procedures for granting and re-granting certificates of training founding and rights to aircraft; procedures for amending information on aircraft registration and rights to aircraft.

Standing Deputy Prime Minister Pham Binh Minh signed Decision No. 1079/QD-TTg dated September 14, 2022 approving the Communication Project on human rights in Vietnam for the period of 2023 - 2028.

The objective of the Project is to communicate about human rights in order to create a change in awareness and understanding of the whole society about human rights; sufficient information to help people in the country, compatriots abroad and international friends clearly understand the views, policies, efforts and results achieved in the protection and promotion of human rights in Vietnam. ; enhance Vietnam's reputation in the field of human rights at the domestic, regional and international scale.

Review and cut at least 20% of internal administrative procedures in the state administrative system

Standing Deputy Prime Minister Pham Binh Minh signed Decision No. 1085/QD-TTg, promulgating a plan to review and simplify internal administrative procedures in the state administrative system for the period 2022-2025.

The goal of the Plan is that by April 1, 2023, 100% of internal administrative procedures under the management of ministries, agencies and localities will be counted and announced (for the first time) and 100% of internal administrative procedures will be published. Ministries between state administrative agencies are publicized on the National Database on Administrative Procedures.

Before January 1, 2025, 100% of internal administrative procedures under the management of ministries and ministerial-level agencies shall be reviewed and simplified to ensure the reduction of at least 20% of administrative procedures and 20% of administrative costs. compliance fees.
